Political Science [or: on the uses of propaganda]

we do not make war
because we have an enemy –
we make enemies because
we let slip the dogs of war
or [in less Shakespearean
and more painfully common
contemporary parlance]
we manufacture enemies
to meet the needs
of our armaments industries.
Is this a poem?
It began as a lump in  the throat.
Does that count?

In all my years
I never met anyone in favour of war –
and that includes variously starred generals.
Leads me to contend that
we must be being brainwashed into them and,
as they say in detective fiction,
if you wanna understand,
just follow the money
